This a newly created or newly used for web connection machine?
That's almost looking like Processor Scheduling being set to favor background processes vs applications – I've seen that cause odd problems with web – especially something like this. Worth taking a look. System Properties -> Advanced -> Performance pane click Setting -> Performance Options select Advanced tab.
